ACC Arrests Former Agriculture Officials Over Alleged US$131M Fertilizer Fraud Case

The Anti-Corruption Commission (ACC) in Zambia has reportedly arrested former Ministry of Agriculture Permanent Secretary Songowayo Zyambo, along with former principal agricultural economist Grey Mwale and former principal accountant Emmanuel Kabwe, in connection with an alleged corruption case involving over US$131 million.

According to ACC statements, the individuals are accused of fraudulently facilitating payments for fertilizer that was reportedly not fully supplied under a government contract linked to the Farmer Input Support Programme (FISP).

The contract in question involved the supply of large quantities of D-Compound and Urea fertilizer valued at approximately US$131 million. Authorities allege that payment confirmation was issued stating full delivery, despite claims that the goods were not completely supplied.

The case also includes references to directors of Neria Investments Limited, who were reportedly questioned in connection with allegations of false representation and contract fulfillment claims. One of the names mentioned in public records is Bokani Soko, among others, who were recorded for warn and caution statements as part of the investigation process.

All suspects were reportedly released on bond and are expected to appear before the court as legal proceedings continue.

The case highlights ongoing concerns around public procurement systems, financial accountability, and oversight in large-scale government supply contracts.
